Offers must include a written development plan, written statement regarding the ability of the buyer to complete the renovations (i.e. proof that they are a licensed builder, or proof of other previous development) and proof of financing to complete the purchase and renovation. Buyers cannot be in arrears for property taxes with the local unit of government on any other real estate.
